By definition, immigration involves that. I'm referring to domestic policy and identity politics.

Ok, but is the tactic of legislating an individual based on a group legitimate or not ? Certainly it can't be logical for one kind of legislation but illogical for others.

Personally, I see a slight value of it only in policies that provide a slight positive boost for targeted groups, or for targeted messages.
