How about university math professors complaining about all the students coming into university whose math skills are so deficient they require remedial training? Are you going to tell them they don't know math as well as you do?

Inquiry based math techniques aren't even in widespread use at the secondary school level. The university prof rants about both math and English skills predate the newer techniques. Until roughly 10 years ago most Ontario university students completed 5 years of secondary school. The 5th (OAC) year math courses were essentially first year university courses. I expect that universities noticed a significant performance drop when Ontario students started to enter with one or two fewer math and English courses under their belts.

Every other province and/or state does secondary school in four years. Why are Ontario students unable to do it 10 years out?

They are doing it just as well as students from other provinces; though not as well as Ontario post secondary students were doing 10 years ago when they took an extra one or two English and math courses.
