They may come from an abusive family or may have had a parent with severe depression. These attackers are only chilren themselves. The criminal as victim time? Sounds like the police in the "West Side Story" song who correctly said "(h)e's deprived on account that he's depraved" where the thug had said "(w)e're depraved on account that we're deprived". No sane citizen walked the parks not just at night but in the evenings. When is the last time we had a Bernard Getz incident on a New York subway? While people of your opinion were telling the world that there was no need to fear taking a New York subway folks like Getz knew that was utter crapola from daily personal experience! Getz didn't get a gun for the thrill of it. He got one for protection. He had no choice but to take the subway and the reality of the situation terrified him! Those days are gone. I can speak for myself in that during that era, I avoided parks from evening on, and the subways at all times, except in the downtown core. In the parks, during the summer of 1978 I had one particularly scary episode, where a friend of mine was actually attacked. I was not attacked. In Boston, similarly, during the spring on 1981 two Irish kids (just to show there's no racial element) aimed beer bottles at mine and one of my friends' heads. The bottle flew harmlessly over my head into Boylston Street, ahead of me. My friend was not so lucky and spent the night in Beth Israel Hospital's ER. Times Square was filled with X-rate movie houses, tarot card readers and houses of prostitution. Now it's filled with out of town tourists and baby carriages. Almost all of New York is now safe. Not sure about Boston. When is the last time we had a Bernard Getz incident on a New York subway? Those who commit crimes do not do so expecting to get caught. Keep ramping up the punishment and those who do expect to get caught will only become more ruthless and shoot back if not shoot first. The death penalty may or may not be a deterrent, but an assured punishment is certainly on the mind of criminals. To my way of thinking our present sentencing of murderers is contemptible as it pertains to the victim or the family victims. A life taken by a multiple murderer is often relegated to a worthless statistic. To wit Robert William "Willie" Pickton (born October 24, 1949)[2] of Port Coquitlam, British Columbia, Canada is a former pig farmer[3] and serial killer convicted of the second-degree murders of six women.[4][5] He is also charged in the deaths of an additional twenty women,[6] many of them prostitutes and drug users from Vancouver's Downtown Eastside. In December 2007 he was sentenced to life in prison, with no possibility of parole for 25 years —the longest sentence available under Canadian law for murder.[7]During the trial's first day of jury evidence, January 22, 2007, the Crown stated he confessed to forty-nine murders to an undercover police officer posing as a cellmate. The Crown reported that Pickton told the officer that he wanted to kill another woman to make it an even 50, and that he was caught because he was "sloppy".[8] Surely being sentenced as would be the same case for ONE murder, the other murder count for NOTHING! Why concurrent sentences??? Why not a life sentence for each conviction. Since Pickton was convicted of 6 (of the 49) murders, sentence him to 150 years? At least then the other victims would be recognized in the sentence. Further, the families would not be facing repeated parole hearings. Quote

Don't know if this is pertinent but I think it may be. I had an opportunity to conduct an experiment over a period of time in a large industrial site employing a significant number of employees. We had garbage/waste containers put at several locations to maintain house keeping. At a nearby corner that was within a short distance from the container and clean we threw apiece of crumpled up paper,an obviously discarded piece of waste. Within days that corner had collected a mountain of garbage. Quote
