The Tories are cutting 53 million in the Immigration support to Ontario and relocating to the provinces out west. Why? They say that the Immigrates are moving west and so the money needs to go with them. This money is used to help with education like learning English, so they can get a job. So what happen to those who don't follow the money and leave Ontario? They probably have to get welfare and so Ontario taxes payers are on the hook for that. If the immigrants need some 53 million program to make them able to get jobs in Ontario, then they aren't the immigrants Ontario needed to begin with.

Why are we taking immigrants that we have to spend tens of millions of dollars to help settle? Shouldn't they already be able to speak English and have a job skill? Maybe if we stopped taking in immigrants who though toilets were magic fountains we wouldn't need to have classes to teach them how toilet paper works.

1st of all the cons have spent 3 times the amout on it then the libs did, and the biggest problem with the libs is ,they throw money at something then forget about it,does not matter if it works or not but it makes them feel good. One thing about the cons ,they are not afraid to say something is not working and try to fix it. Just like when people scream about cutting some women support groups, again the cons put more money towards it and then got rid of the ones that were'nt doing anything. That is called good goverment.

1. There are many skilled people outside of Canada who can contribute to Canada.

2. Some of those skilled people, may not speak English - Or French - Canada's two official languages. Some may speak one but not the other - and in one area or another it may have a different need. For example someone in Northern Quebec may benefit from knowing French, while someone in Ft. McMurray or London Ontario might benefit from knowing English - this doesn't mean they don't already know one of the two languages.

3. Personally I think that the idea of giving these things to "immigrants" only is a bit of an issue. We need to give language training - to all Canadians. For instance that person who would like to move to Northern Quebec the oppourtunity to learn French, or that person who wants to move to Northern Alberta or Southern Ontario the ability to learn English.

I think the easiest mechanism for this is putting the extra few billion into moving the government funded portion of post secondary education from 80% of tuition provided to 100%.

Take into account though that Universities only get a little over 1/3rd of funding from Tuition fees.

The ability to allow "free auditing" where space is available to foreigners, or participation in ESL classes or EFL classes. Is one way of approaching this.

4. The real issue is in providing any services to immigrants that they don't pay for. 1st some immigrants to contribute economically from the get go. The others may not, but this isn't their fault, what they need is a way to pay into their services by offering them a workfare for the programs. Just because they can't speak English doesn't mean they can't provide another service.

Once we connect technology from "centralized" language translation points to national settlement locations, it allows us to organize the immigrant population without having to spread resources. However these resources should be through ottawa, and if required other provincial capitals - using already existing translation assets, such as employing duallingual Canadians on an "oncall" basis when their language background. That is have service Canada employees list their languages and proficiency levels, and when a call comes in for language support for the workfare then they get contacted.

Bear in mind under my plans I eliminate all income taxes. So these surcharges are a replacement system.

The second part is the "immigrant surcharge" this applies a surcharge to all immigrants over the poverty line on a sliding scale to provide services specifically geared to immigrants. Likewise immigrant sponsers would also pay this surcharge. It would be divided by the total amount of immigrants such as 10$/year or 10$/month

example if there are 10 million immigrants/naturalized Canadians this works to 100 million for immigrant funding on 10$ a year or 1.2 billion on 10$/month. Then the naturalborn Canadians can't complain.

Likewise an immigrant advisory council would exist.. to distribute the funds from among programs, determine service areas and otherwise.

I think the government just isn't in tune with what needs to be done to resolve issues surounding immigrants.

So from this what needs to be done is

1. Create an education surcharge to make postsecondary education 100% free for Canadian Citizens (From all Canadians - this would be 3 to 5 billion or an annual surcharge of be at the 5 billion figure about $333 (from the top 15 million earners in Canada)

2. Create an immigrant surcharge (levied from naturalized Canadians and Permanent residents)

We have to realize there are a lot of teachers without work, but there is a demand for education. By expanding services available and recouping the costs it stimulates the economy

For instance no more student debts. Students are often a few to many thousands of dollars in debt (say $30,000 for a lawyer at $333/ year it would take someone 10 years to pay off their debt perhaps, or for the lawyer 100 years.

This is why this should be a "from the top income earners.. plus also "people who use free tuition"

anyone who uses free tuition and is over the poverty line would be ramped up into the amount they pay for future individuals education. the more they earn the more they pay on a top down sliding scale.

This works out to perhaps 25$ a month for free education for all Canadians.

You might wonder how this effects you, but Canadians really do depend on a skilled work force.
