Back to ethnic cleansing. Sadly your idea is actually quite popular in Israel right now. They call their ethnic cleansing plan "transfer" and theres a fair ammount of political support for it. Perhaps if the Arabs had worked with and through the pragmatic West Bank mayors during the 1970's and early 1980's rather than killing them, most of the West Bank and Gaza could have been turned over to Arab control. There could have been a focus on developing a real economy rather than setting up a staging ground for future wars. Let me give you an example; Canada and the U.S. While after 1815, when the War of 1812 ended the British, later Canadians and the Americans didn't love each other, both deemed it better to peacefully work out border issues as they arose, first, west of the then-existing boundaries of the U.S. and the British provinces of Upper Canada, Lower Canada, the Northwest Territories, and the Louisiana purchase. There was no war needed to separate the old Oregon Country (loosely consisting of modern Oregon, Washington, parts of Idaho and Montana and British Columbia) into the now famuiliar 49th parellel boundary. And yes, there were the minor Fenian raids over the Maine-New Brunswick border that didn't amount to much. Ditto the Pig Island batter.
