There were no Canadian combat troops in Rwanda, only a small number of support personnel. The Serbs were responsible for the massacre, not the Dutch but what is the point of having "safe areas" if you just disarm people then make no attempt to keep them safe. How many rounds did any UN forces fire in the former Yugoslavia? NATO got it right. Bomb the Serbs into utter submission. IF they had done that when the massacres were going on, instead of those worthless rules of engagement that the coward's set of rules known as "peace keeping", the incident would never have taken place. The Canadian contingent in Rwanda was largely support personnel, not combat troops. The Serbs were responsible for the massacre, not the Dutch but what is the point of having "safe areas" if you just disarm people then make no attempt to keep them safe.that's an easy call to make after the fact...the Dutch were surrounded, lightly armed facing a mechanized brigade, with no airsupport which was requested and denied...and thousands of women and children in their midst...whats the call? you have zero chance of winning, thousands of civilians at risk in an open battle and no way of knowing what the intentions of the surrounding force toward the civilians? as far as they knew they would be only removed/cleansed from Sebrenica which had happened in other regions... The regiment was not in rwanda...there were doctors, medics, airforce personel and engineers. There were no combat canadian forces. The bulk of the troops were belgian and it took 5 months to bring in 2,500 from various nations. And Dallaire, outmanned, outgunned...niver surrendered his personm, his weapons or his staff.
