I could be wrong but rather than encourage whacko conspiracy theories, I think the Internet will in fact discourage them.

In the past, the difficulty of getting information meant that conspiracy theories could smoulder like an underground brush fire. With the arrival of the Internet, at first, these whackos suddenly have a venue to lay out their wares - it's as if the brushfires are all over the place. At the same time though, these brushfire can't last when exposed to air. The big advantage of conspiracy theories is their furtive, difficult-to-get/find-the-truth nature. The Internet makes conspiracy theories mundane and boring.
