According to the official list of Royal visits, that was the only time (except a visit to the Museum of Civilizations) she step foot in Quebec beetween 1976 and 2002. I am not awarw of any visit to Quebec since. And the Quebec government did indeed invite the Queen this year. The federal government did not extend an invitation as well.
