I'm away for school right now - the institution has free computers. I don't have internet or phone, or cable, or even electricity from the grid at my home. I attempt to use the computers here for "learning", such as current affairs, or my interests such as survivalism and culture based studies. I generally only watch the News Channles (CBC, CTVnews,BBC, (occassionally CNN for a few minutes a day perhaps to figure out what is on that day), and educational programming such as the history network, and the odd other show. However I don't watch TV at school via their internet service, it just doesn't feel appropriate, nor is premium television coming through the internet. TV value information tends to be much lower than what I find online in other mediums. IMO it is one of the biggest technology issues in Canadian history.. but it is one that was already decided... the switch was delayed.. now US technologies will find an easier market in Canada with new 4G technologies... IF Canada uses the bandwidth.. the EXACT same way as the US. Take for instance the number of disposed TV sets.. that is 1 in 4 tv sets being disposed of in Michigan.. I have seen no story about the environmental damage that results in the sudden junking of all the old tech that may have stayed in use for years to come.

looks like this HUGELY HISTORIC AND VERY POLITICAL ISSUE was shelved to :media and broadcasting: well being 1 of the 1 in 10 people who have an ancient TV (with rabit ears and UHF) (an old samsung) with no intentions of buying another one I do find it to be issued, since THE FEDS ARN'T OFFERING A REBATE LIKE THE US DID TO SWITCH OVER. Cheap bastards. Anyway. Yeah 3 days to go.. So the water has broke and there is an odd sensation..... Analog is about to go black.. but but??? Are people ready for the switch? It seems people are going to either 1. Stop watching TV or 2. Buy the tech. I know I will now more or less be TV less (Although I'm TVless when at school anyway except for net and the odd TV working out etc.. or if I go to somewhere with a TV. None the less I'm wondering more so how this is going to effect any of you? Or your thoughts on it for others. The US gave a rebate for the converters.. but the 'Harper Government' tm. has not. I can still use my TV if it survives next time I'm home as a computer monitor via a Svideoout to rca. Or have my own CCTV via RF transmitter for "home broadcast television". Its not too late to shelve out the money to get the box. Maybe I'll inherit one. You can call to have someone picked up. Shooting someone is a little different then someone being found with a smoking a joint. Or "talking to someone." Sure it may be rational to hold people until showcause for serious dangerous offences such as indictable offences, however summary charges, and "fines" are just ludicrous. Also arresting people "for questioning" is actually sort of illegal. Yeah while it would make sense to train cops to be firefighters and paramedics and vice versa if you are going to have so many of them. I don't like the idea of that much money to "police", it would be more rational if it was for "all purpose" first response training.. the type of thing I would like to see with the military especially for "career officers. Who are there for years, their training and use should be expanded to rationalize their salary increases. ---- The idea of jailing people who have not been convicted is incredibly problematic. The idea of imposing bail conditions for "$500" just so a monetary figure is there, is very stupid. It is having a bail set just to have a bail set, not based on the circumstances. In this instance it amounted to over 60 days of holdings, transport of over 1000KM of travel and meals - all for a case where the case was withdrawn. This with many other implications, not to mention tying up the court system. Meanwhile there are "other people" - their cases delayed, them being held without being convicted, and other issues and abuses within the system. This is at the same time there is a remote court system via IDSN.. and yet it isn't used, people are still transported back and forth for 5 and 10 second appearances, it is is utterly offensive to impose this system on "accused" people. It is an utterly disgusting system that has only filled me with a seed of rage and disgust. More cops doesn't work because the ones out there arn't doing their jobs (I'm sure many people living under laws they don't agree with won't make too loud a voice on that issue - except to hen peck when it matters to them), we don't need more people to f it up. Use the military bring them home let them combat organized crime (under "a reasonable and required public safety code that doesn't mix culture with needs), and leave it to people to lay informations for minor offenses. - let the prosecutors call in the "detectives" to investigate if an information is laid so the crown prosecutor can "help build a case" before throwing people in jail for the stage show that awaits - that is based on false police statements and forced witness statements that are purgered under threat of penalty for not helping out the cop win the case. There are more than enough cops. Thing is though we will always have more cops because the population is going up. It is an occupational logic, 10 to 1 ratio etc.. for a "working occupation - aka law enforcement. The system is utterly useless for what it was intended for though - upholding 'law'. Its an armed professional lobby. The system is designed to be abusive, not correct "breach of the law". Laws arn't designed to heal society or breaches either, they build on a system that use to kill the indicted, now they just throw them in jail to waste years of their life before letting them back in. It is a total waste of money. We need technology not cops. Its not going to change anytime soon. Anyone here have a cop help them out? It is more like 500 to 1 though or 150 to 1 not 10 to 1 like the German Occupational forces, or Iraq occupational forces. Since 2007 the report above police strenght has grown from 150 per 100,000 to over 200 per 100,000 or a 133% increase over 3 years. The population increased say 6% while the police strength has increased 33% This at the same time the CF has increased in personnel size?? The logic in these costs, between policing, military and firefighting for instance don't fully equate for me. You don't need to buy all the equipment year in year out do you? How is the spread over $75,000 between a cop and a soilder.. where is that $75,000 represented. The numbers seem to be headed up.... where is DND finding the 5% department reduction Right right civillian staffing. Are the RCMP cutting staff by 5% too?

Segway, its not like you need the whole firetruck at one light. Although there are other options like PORTABLE TRAFFIC DIRECTION ROBOTS/LIGHTS! They have bomb disposal so why not "bomb disposal/ traffic mashups, what are the chances of a bomb and need for traffic direction at the same time. So even if not both, it is a technological response to "low priority needs. Just place in roadway and it will say when to GO. Or "remote" like cops can direct it while at the station, or firefighters.. or here is an idea, how about whoever is available. Such as stay at home moms with remote robot portable placed systems. OK and why coulnd't Canada tax businesses in Canada before this? OK and why couldn't Canada agree.. ok hold on.. this hasn't happened DEBT/GDP ratio isn't being reduced. OK and Canada is going its own on these anyway. POINT BEING NOTHING WAS ACHEIVED THAT COULDN'T AND ISN'T BEING DONE UNILATERALLY. - Regulate within Canada for foreign outflow who cares about hedges if you regulate capital movements domestically. - That is nothing that businesses in Canada couldn't do. Throwing away a bunch of money that could be done on a national basis for national objectives is nothing that coulnd't be done unilaterally. If G8/G20 countries have workable businessplans for "struggling economies" then they can invest. Its not like they didn't buy out the third world and rape it before 2009. It is allusionary. THE DON'T NEED IT. They MADE IT by making a theme park for protestors. Places with one road going in and out and an airport and helicopter, and an ability to set up check points at say 1 2 5 10 20 50 and 100 km. Major urban centers need not apply. Bring a tent like Gaddafi and call it a day. Run it in concert with NANOOK. Fact is it was just showboating at the taxpayers expense and that makes me want to hurl. SHAME ON THE SCUM. THEY SHOULD BE SPENDING THEIR OWN SALARIES FOR LUXURY NOT THE PUBLIC PURSE. It just isn't polite to tax people for extravagance, they should be earning it. Government is not business, if they want it let them be bribed by businesses, but taxpayers are getting little tangibility from this. It is just a camp and symposium... governments read taxpayers shouldn't be paying for it. IF they are so rich they should just put in dues to cover the costs... from their own pockets. World leaders already have private security (harper for instance spent 50 million on private security on the taxpayer dime this year (you would not believe how much Obama's security costs annually (although officially it costs about 1/3rd of harpers at $44000 a day the net says - george bush cost less at $43.5 or 60 million; Obama is said with varying figures to be as high as $160 million, frankly VIP security was NOT an issue, all it needed was coordination - the security funds were to beat up commies and lefties and abuse people) . They could bring in a detachment / company of special forces and save the 200 million. -

And cops couldn't get a higher priority? What are the chances of 10 fires happening at the same time? Redundant point. Less paid staff, lower costs, ROB FORD LOGIC. This very much supports community based "special constables" if populations are so small that stationing won't make sense, get local police to deal with issues. "VOLUNTEER POLICE" "RESERVE OFFICERS" etc.. They exist. Prisoner transport is abusive. 1. Most prisoner transports can be avoided by 1. Releasing people - I've seen a lot of people held that should have been released. Myself for instance was "held over for a long time - because I didn't have money to pay the $500 bond because I was unemployed and broke. I couldn't get the logic of having a $500 bail paid if I didn't have $500 to my name. Even though it was a "sworn statement. The monetary figure was completely out of touch with EVERYTHING. Instead the government put me up fox x amount of time on taxpayer cost... TOTAL WASTE of tax payer dollars. Same deal goes for the 10 or so times transporting me half way around the province back and forth for court dates for 5 or so minute appearances. Drive two hours talk to a judge for 10 seconds. ABSOLUTELY STUPID! It is penalization before conviction to sit in a metal box for hours in hand and leg restraints. It is another abuse in the system. Those charges were withdrawn. Most charges don't require arrest. But they drag people to the station anyway for undertaking.. or investigation. It is actually somewhat illegal but people don't know their rights not to be detained. Cops cost the tax payer a lot of money when they do this. The process is utterly bloat wasteful, and penalizes people that haven't even been found guilty of an offense. -------- There are better alternatives to traffic "oh another NON CRIMINAL FINE" (they arn't even criminal offenses, they are unconstitutional fines) BUILD police stations ON HIGHWAYS... checkpoints... so choke points can be set for "big things" And use of location based secure ID that will monitor speed over distance based on sensors that can register moving vehicles and persons in license plates and secure ID's. Most traffic offenses really don't need to be responded until someone is dead or injured. Cherry picking just annoys people usually. I can drive at 160km/h on a windy wet cliff road with a lake on the otherside in the fog in the middle of the night without feeling seriously endangered. Where as people need to drive responsibly... but small speeds like 90km/h on a straight road, really makes little sense. Most of the time imo traffic tickets are just hassles. They do not involve safety. People get into accidents driving within the prescribed limits too.

Only cause they are stupid. IT IS THE G8 G20 THE INDUSTRIALIZED RICH NATIONS.. yet they can't set their own budget, is the G8/G20 suddenly a socialist organization. It was horrible. I havn't seen a single positive tangible result. No they could have rented rooms. TOO MANY PEOPLE... getting together a few hundred people is done all the time. Show me any multinational corporation that had a meeting of VP's and paid $17,000,000 on accommodations for two days. No the Canadian tax payer should NOT have been on the hook for those costs, and local police and the national security apparatus should have been able to do things with their existing budget. An insecure locality is what drove up the costs.. most of the focus was on attacking protestors... this is what the g8/g20 has turned into.. beat up the left. It is utterly negligent and irresponsible for tax payer funds to spend 1/250th of a years taxes on one event. -

That they arn't trying to make a no public purse cost, and they could. I think there are enough private interests, for instance BC that wants to do this on their own. If they actually "TRIED" they could do something, they are showing themselves unable to organize with the business community to present Canada to the world, and that is a failure. They are misrepresenting Canada as being in financial dire straights - Canada is not Greece. While fiscal prudence is one thing, just saying we can't afford it is inept. THERE ARE PEOPLE IN CANADA WHO WANT IT, and just because they are Liberal doesn't mean it is bad for Canada, they are just being partisan arses. They are too lazy to make it happen. This doesn't need to be funded on the public dime, and they are just stupid if they can't figure out ways of doing things without taxing people. Non innovative, that is the problem. -

I didn't say hire more firefighters, I said use firefighters for directing traffic when needed, or call in the reserve/military. For those 3 times in a year that traffic needs direction. There are a lot of first responders... I think undercovers are some of the only actually useful cops out there for actually combating non instant based crime. Also locally deployed cops would be better for emergecy response than "police station based policing". It is way faster to respond if you are already in that community - doing foot patrol or live there. With segways etc.. response times can be pretty damn fast. And an armoured segway costs way less than a police car, both in gas and purchase and maintenance. There is a lot of effort to create police forces based on cruiser based policing. It creates an image of non engaged, ignorant and desensitized police, not connected with the areas they police in. I think police wouldn't have such a bad rap with many people if they actually were involved in the communities they police in not only with "the clean" side of a few organizations. They need to know the people they police, the people need to know them, otherwise it is just an occupation. The system breeds a criminal underground, one where even the cops are crooks and ignorant of the law. Bottom line, that must be what the voter wants. It reduces to - the law is in denial. People don't want to admit to the reality of the law - other than a Russian roulette life where people are neither protected nor privileged by the existence of de jure law, in a sludge de facto reality. It is a realm of make believe, in reality dictorial executive exercise on inclination and personal objective. The legislation is purporting a worse case scenario, and more clearly marking the grey areas. The result of a shift in the status quo is one that I would eagerly watch, but I think it presents a lot of challenges to the citizenry, mostly due to a culture of ignorance. I don't "understand" how cops suddenly get handed soap and spinach, to prepare themselves for the task ahead and succeed. I actually have the sense to check myself when I think of how some might respond to a real shift to a father knows best state for Canada rather than a laissez-faire arbitrary system. Its seems self destructive of Canada and Canadian cultural identity for such a large body of Canada, that it can't be viewed as a populous based or healthy move. Maybe I'm just out of touch. I'm more incline to let the people police themselves, and set a standard that enhances and protects society, not one that is handed down from an oligarchy that doesn't represent the views of the people as a body, so as to protect minority rights that are non infringing other members of society. - I wouldn't imagine that any political party in Canada should be supported in enforcing oppression of the public without justification of the need to infringe on personal liberties. 4 more years?

I've been seeing a lot more cops over the past 10 years. I think the ideal society is where everyone is a cop living under a reasonable non biased legal system with just laws, the problem is the salary related to professional police as they often earn upwards of $100,000, which means higher taxes especially when municipal forces are involved. I'd much rather prefer a volunteer constabulary, and have the military combat organized crime - which Canada sort of does. I don't think we need to pay people $100,000+ to fight to meet quota's on tickets, we really don't need police officers for bylaw enforcement - you could let the firefighters direct traffic during downed lines, or call in the reserve for greater issues of public disorder. Police do have a role such as the detectives, and specialists on specific types of cases. I think technology is really the future as a crime deterrent. Robots/drones, sensor systems such as cameras, my location based computing system and secure location based secure ID transmission, biometrics systems etc.. Cops serve a role, and it is up to the people who run the forces, to determine the needs, but I am seeing a lot more police, I don't think it is cost effective, but the system is broken, and with the "old way of thinking" it just means taxes and more debt, and police to help enforce the political wing. Cops really haven't been much of a help for myself whenever I've contacted them, they always seem to have higher priorities, or "they don't do that" - interested in businesses or high value items rather than low value items and individuals., even assisting a crown prosecutors office in obstruction of justice by not releasing video evidence that would have proved my innocence of a charge against me under court order to be released to me, not willing to step in to help. when the crown attorney's office failed to oblige the judges order. None the less they do serve a role, but frankly I don't like cops much because I almost always only see them in a corrupt form, not the way they are intended. There are alternatives, such as technology, I think the public needs to invest more in that. Also cops need to be more community based, there is to much driving around in a car these days waiting for a 911 call. We also need more public policing, the public really needs to be responsible for themselves, we can't rely or invest our powers into a force, if that force is corrupt or fails to protect our interests, we must do it ourselves. Part of my reason for where I stand on Justice, Policing, Corrections, and the Courts (including communications with ministries, agencies and other parties - at all levels of government), is because I've seen some of the worst of it, I know the violations, and I know much of what is involved, so I have my own thoughts on what is required to protect the public, and best serve a healthy well protected society. More professional cops is not the answer, a more involved public is, but a public that is both interested in learning, and has the societies interests in mind. The article resonates in me, on the basis of the Ministers view that only law abiding citizens are citizens. That is false. Criminals in society may often reflect that the governments position on law doesn't reflect peoples view on the law. There is a threshold but it incredibly ignorant to state people who break the law shouldn't have input into the direction of government or legislation. They are the disaffected. While some crimes are intended and even organized, many are not, or reflect the social course. Criminals are a very important input into legislation, because they are ones who are most effected by it. I find the ministers statements incredibly ignorant. “We govern on the basis of what law enforcement agencies have told us. What victims and law-abiding Canadians have told us.” You are forgetting the citizens who are the convicts, they matter too. If you don't listen to them you are making legislation that doesn't effect all stakeholders. There is a difference in trying to be mean or vengeful "tough" and being stupid and not having a full view. Police lie and at times so called victims lie. These are self evident truths, so taking such a narrow view in not taking into account the full view, is just plain stupid. For instance take the Ontario Ombudsman investigation into criminal acts committed by corrections Ontario.. so you are going to listen to them or not? What about police who get charged, for breaking the law. What about victims that are criminals themselves? It isn't black and white, the ministers position is narrow minded and is just plain stupid. Legislation should aim to protect ALL CITIZENS, not just one camp of citizens. To do that you need fair legislation that aims to ameliorate the conditions of abuse and victimization, not a system that purports, covers up and enhances those failings.

"Occupational Force" Rebel forces couldn't establish a government on their own, guerrilla war would oust them no doubt. They don't have a majority of popular support, they are a minority. Now "people" have to get information, or else they may just "die" and they will blame it on Gaddafi, they can't even drink water in Tripoli safely now. Part of the reason for "lack of resistance" may very well be biological and chemical weapons use BY the rebels and nato prior the assault.. The British, French and Qatar have all also broken the UN SEC resolution, not only being involved in military "feet on the ground operations" (more or less doing the fighting by SAS. SBS, the french forces that were there since November, likely foreign legion and other fronts, and Qatar (I don't know too much about this yet) but also specifically training operations, which violate These operations some of which are funded by Qatar, are still the responsiblity of countries such as britain because the resolution extends to nations and their nationals. Canada "may" also have violated the resolution beyond the case cited in the previous case, through atleast one Canadian (if not many more) that may or may not officially have notice with the federal government on actities in Libya (I have no information indicating this yet, but I do know that at the onset Canadian SOF were deployed to Libya. Health care system needs to be reformed - NOW!

Paying. Government will still tax the taxpayer. My stance is that a "National Health Insurance Plan" is provided by the Federal government to cover the real cost. Individuals unable to pay take part in a special program that requires a certain lifestyle to be eligible, such as following medical advice of physicians, and other statistical lowering of cost (with reason in mind). While transfers to the provinces for health are scrapped, and taxes adjusted accordingly. Individuals meanwhile share a per capita cost based upon their policy group. Individuals who don't use their policy get a rebate, while those that do may be upgraded to a higher policy class, however there is a cutoff based upon potential hardship, or poverty for payment rates. Provinces meanwhile can institute their own health care costs if needed to meet local demand at the provincial level. A portion of funds raised would go for generic health purchases, purchases of medical patents to lower cost of medical materials on an across the board cost saving, and funding in demand medical technology construction - and leasing options. There are user fees, and private pay is an option at clinics etc... It is fine for those who can. Personally if people want to pay for health services they can. There is however the "desperation factor" in some cases. People dying might be willing to pay anything for a chance not to go to hell, and some doctors may take that. I think that it works in some cases, but they will charge and the poor people will not get timely service. Good if there were extra doctors, of which there are not. There arn't enough doctors to go around, if you remove the lineal means of treatment the less money you have the less service you have. The medicare system was instituted to really insure everyone had access to health care, and that financial restrictions didn't impede that. Many doctors will go to higher pay private service if given the chance I would guess. In my system it is a little of both worlds. Part of the key however is getting more doctors to go around, or implementing technology that will free up doctors. It is quite problematic when the government is requiring renewal of doctors to fill out forms for "permanent conditions" take for instance lactose intolerance for the "special needs" diet under Ontario social assistance, or reconfirming someone is paralyzed after being declared permanently paralyzed for the disability tax benefit every year. It would be much better to have an update provided from the new diagnosing doctor, or read the journal indicating the medical miracle, rather than requiring a person to be told again they are disabled permanently. While medical discoveries are allowing progress in some previously permanent disabilities,there are many that are not "cured". And now you need to tie up doctors time filling out essentially redundant forms what effectively comes down to - nope no miracle of science here. -

This open bounty violates the basic premise of rule of war by introducing violations of Article 23 of the Hague Convention IV of 1907 - this would effectively make everyone a legitimate target of war (within and outside Libya), because the rebels have called on anyone to kill him and are granting amnesty for murder. In this instance even as a civil leader, Gaddafi would be legally able to kill anyone for fear of death by open bounty and amnesty for a would be killer. Context of legal assassination would not be eligible because Gaddafi has accepted truce proposals, even requesting one after the overrun of Bab Al Aziziya. Maybe bring a flag staff or something wave it around a bit. You know the team Canada stuff that Chretien did back in the 90's. It seems small. Why not see if private businesses will pay, rather than shutting it down outright? Canada is the only country grouped with "GREECE" (although they probably could use some free Euros to go if they really wanted to, or atleast send someone from the mission to wave a flagstaff. They might need to send security though to avoid being rolled. Maybe Marine Land would pay, everyone loves Marine Land. Just think of the tourism return. I could see Harper and gang going for that. St. Kitts and Nevis and Paraguay can afford to go, but Canada can't?

The link given states 224 family doctors (not sure how many are in Ontario as a whole), earned an average of $627,000 $170/h is a high wage rate. 1 doctor = 17 minimum wage workers. They would need to fill out 6 forms to earn that within an hour, then you wonder why doctors hand writing is classically seen as so bad. That is 1 form every 10 minutes. Or a page every 5 minutes. Those 10 lines of ink or only $1 or so per word is actually probably what leads to 7% of doctors committing suicide. (That figure is a little off apparently it is only 4 or 5 per 10,000 so say 1 in 2000, which works out to 0.05% or something. My bad or 0.025% depending on the figures - percentages like that are probably only relevant in chemistry and medicine.) This post is about "doctor shortage" not wage rates though.
