Welcome to all and lets see if we can find a way to deal with Corrupt Governmental Systems like Peel Region and the rest of the Networked Nine Nafarious Regional Governments of Ontario that everyone seems to be using for their personal self-interests that depends of government in Canada.

It is prety hard to get people's attention and maake them aware of the Gestapo Governments like Peel Region at work distroying Canada for their personal gain at the public's expense. Peel Region is a natorious organization. The people running the place are bullies and thugs who wield public authority for the fun and excitement of showing how bad they can be to other around them to scare people aware from challanging the pilfering of hundreds of millions of dollars per year. The elected are either corrupt or too scared of the corruption and disgrasefull ethics the professional scumbags that produce their incredible level of perversion of Public Trust when they Betray the Public Interest for their personal gains.

You can ask anyone who ever worked in Peel Region, dealt with Peel Region, or any of its current and former elected representatives about the Gestapo Bullies and Thugs that work there. The chief of which Kent Gillespie an incompetent lawyer without ethics or morals who uses his lack of ethics to bolster his complete incompence with all the things he does. You may want to speak to people related to the great Bob Gillespie family about this sort of thing. Kent Gillespie gets his illigitimate public power from the Gillespie family from the once renowned Bob Gillespie and his wife pouring hundreds of thousands of dollars personaly into the Peel United Way and abusing his influence (ala Enron-style) over GE Canada (as its now former CEO) to do the same kind of thing of pouring money into the non-profit group with that large public company shareholder's money into it to use to garner illigitimate political influence for his family personally over the elected representatives of Peel Region, the Province of Ontario and the Federal Government of Canada. From the toe hold the Gillespie Family has in Peel Region they leverage nafariouos influences that keeps Kent Gillespie employed, notwithstanding he is an bully and thug who is blatantly arogant, feared and hated by everyone around him (Council and Staff), who is a total incompetent professional and person who should be flipping hamburgers for a living, or living homeless with his face in a gutter high on crack, and not holding or managing public trust and responsibility over other people's lives, with his personal unrestrained addiction to abusing public power and authority for the fun and exitement to get himself off watching people squirm under his thumb.

Peel Region is more powerful than the government of Quebec. Quebec is still a democracy. Peel Region is a dictatorship and therefore much more powerfull than Quebec. In fact in one sense Peel Region is more powerfull than any other government organization in Canada because of its size and because it opperated as a dictatorship without accountability to any democratic principles or oversight by any public authority. By operating above any law and without being influenced by any other government and without itself being a democratic government, it is the most powerful force in Canada in the hands of Corrupt Administrators and preserved by Corrupt Elected Representatives at Every Level of Government that work to maintain its nafarious existance.

Peel Region is the 5th Largest Government in Canada: In order of Government Size: 1) Federal Govenment of Canada 2) Province of Ontario 3) City of Toronto 4) City of Montreal 5) Region of Peel How could Canadians have been so stupid as to alow the Street Sweeping and Garbage Collection Organization created 30 years ago to become the fifth largest government in this country? Peel Region is the most blatant examples of the huge Structural Problem with the Province of Ontario that is wasting BILLIONS of dollars each year.

Not all Government spending is Audited by the Auditor General. VERY LITTLE IS And what about other types of Crime that should be made Criminal that only Government Administrators are capable of doing? Like blacklisting business and citizens or persecuting them. Like when a Top Bureacrat of Legal Services in a Government files false criminal complaints against a citizen to his police force knowing they will take him seriously as a way to terrorize and silence educated critic of his government's spending and coarrupt business malpractices? How would you handle that type of most horific crimes possible in any democratic country? It is after all similar to the Gestapo Activity or something expected from a Sadam Husain regime.

How would you deal with a department of government who gets a $250 Million dollar budget to do six projects. It invites 5 contractors is short lists out of dozens that are qualified to tender six projects ranginig from $20 Million and $75 Million one after the other. 4 contracts go one each to 4 of the contractors at between 5% and 15% BELOW budget. 2 contracts go to one contractor for 20% and 30% OVER budget. They report back to comittee that on the $250 Million budgeted only $247 Million was spent and they saved $3 Million. The public administrators get a pat on their backs by the Committee and congradulated for a job well done. In business this does not often happen, and if it does the whole Department from the Janitor to the Head of Staff would be out of jobs. In government business activity this is norm and not the exeption.

Geoff, What about in cases when the government is getting two bids on contract worth $10 Million that they budget $20 Million and the low bid among friends is $30 Million and they give out work to their friends that way? What about when the criteria for the friendship has nothing to do with competence? Say when better cheeper contractors are prevented from bidding so that the friends of public administrators get work at significantly higher prices and one hand washes the other. Would you not agree that every taxpaying citizen that is qualified should have a right to the chance to obtain public work on a level playing field without bid rigging and collusion between the Prefered Vendors and the Public Authority awarding public contracts? Government is NOT a business. There is no similarity between Government activity and Business activity. They are diametrically opposed activities. There are better ways to protect government from fly-by-night contractors, like with Bonds and Financial Guarantees of their performance that are not subjective criteria that leads to kickbacks and other nastiness.

Favouritism is not a crime: Ten Civil Service Procurement Practices 1. It is legal to pay more for services than necessary to friends 2. It is legal to refuse to pay for services from those that are not friends 3. It is legal to be entertained and get favours from friends as long it is not money 4. It is legal to screen bidders so that friends have advantages over others 5. It is legal to add money to a friend’s contract and to not do the same to others 6. It is legal to arrange public contracts so that friends get work at higher prices 7. It is legal to specify things that cost more and then let friends do it a cheaper way 8. It is legal to proprietarily specify a friends products that costs more than better products 9. It is legal to let friends do inferior work and to demand impossible perfection from all others 10. It is legal to do public business acting unfairly and unreasonably to benefit friends There are no proper authorities outside of Elected Officials that can deal with these sharp public business practices that are all legal according to the law.

What Canada needs is a separate Criminal Code and Special Police Force to manage Government activities.

Defining Characteristics of Ontario’s Regions 1) No identifiable leader is elected to any public office in them… there is no one to blame for anything since each Councillor has only one vote. 2) Part time City/Town elected representatives… each too busy and more concerned with local City/Town issues which they can be directly blamed for and therefore do not care much about larger Region issues that they can be simply blamed on others as a majority vote or group. No direct accountability to elected individuals or sub-group. 3) Fragmented democratic power by too many individuals personal votes on all decisions... No democracy because they act as pure business corporations and not Government Corporations. 4) No one City or Town has a majority say on any decision, so everything for one City or Town depends on the will or decisions of another City or Town regardless of the needs or wants. 5) Staff has complete autonomy and control over majority of public affairs and services because no individual City or Town can direct any decisions. 6) Significantly higher paid staff… normally advancing up from lower City/Town level jobs. 7) Money managed is many folds more than any component City/Town. 8 ) Services delivered felt by more people than component City/Town 9) Councillors are paid extra money above a regular Council pay for similar elected offices i.e., personally appealing to keep Regional Governments around for the extra pay. 10) Public erroneously perceives Regions as higher form of government than a City/Town …when they are really not governments at all, but only Federations or Associations of the smaller local governments with power over each of their component Governments. 11) Can manipulate public perception of City/Town under them with service delivery 12) Controls policing forces over City/Town, directs investigations and rules of order under the direction of Police Service Boards. 13) Controls main arterial roads and water supply to direct all land development indirectly but not subject to OMB review of Planning which occurs at lower component Government levels. 14) Many fold more politically and financially powerful than any City or Town under them. 15) Much more politically influential at Provincial and Federal levels than any City or Town. 16) Receives much less public scrutiny and attention than any City or Town. 17) Powerful media influence by regional news services since it is the larger area payer of advertising for any small local area media 18 ) Acts as middleman between City/Town and Provincial/Federal levels receiving money and services downloaded and directs its distribution to Cities/Towns 19) Very close small group of interconnected administrators (only eight people) working together with the neighbouring and distant Regions on common purposes and agendas 20) Supports and bolsters weak elected representatives over more competent people by manipulating public images with the local media and by directing quality of service delivered to individual electoral districts. 21) Since municipal services are what the general public feels most, a Region controls the public opinion of all Governments; Municipal, Provincial and Federal in the area. 22) All government officials, elected and non-elected, at lower and higher levels are respectful of Regional public authority and unfettered control, and collectively refrain from reviewing, scrutinizing or challenge regional decisions and practices. 23) Whole Cities/Towns can live or die, and/or prosper or not; by Regional decisions 24) Collective decisions of Region acting as a group can allow the whole Province to live or die, and/or prosper or not. 25) In Ontario most specifically; which governs most business done in Canada, these organizations can shape our whole Country.

Province has Moral, Ethical & Legal Obligation to Citizens: The Province of Ontario has the moral, ethical and legal obligation to look after the citizens of Ontario in all matters and issues that arrise from the activities of Municipalities, Regions and Boards created by Acts of Provincial Parliment. The Constitution of Canada recognises only TWO LEGAL governments with direct and total responsability and accountability to all of its citizens. All lower forms of governmental organizations created by Acts of Parliment are subordinate divisions on the TWO LEGITIMATE forms of government.

Toronto Sun 24/03/06 Sun columnist Mike Strobel pondered a megacity of Toronto then asked Hazel McCallion for an opinion. He got it!! She would probably say the same about a City of Halton. "Don't bother me with such a stupid idea," says everyone's favourite Hurricane. "What you're promoting is big government and if there's one thing that never works, it's big government." Bigger city, sure, but simpler, cheaper ... "No. The system now is so screwed up, the poor citizen has no idea who does what. You'd just take a convoluted system and make it bigger."

I think that the whole lack of constitutional status which makes municipalities problematic is compounded by the addition of the Regional level which is too far removed from the voters to have any democratic influence affect them. At least in smaller managable Cities (say arround 500,000 you can still manage democratically with one member of Council for each 25,000 people and have a council of 20 sit and pay attention to the citizens problems. When you add on top of them a Region which is not at all receptive to the needs of any citizen or any one component Town or City, without elected majority or Leadership, the Big Bureaucratic Public Spending Business Organization that result tend to run away on their own volition and do whatever they please regardles what anyone wants. The Province that has elected representation is removed from influencing them because Regions are directed by the Municipalities and the Municipalities have no influence because none of them have controlling say and therefore no accountability for what Regions do. Together in Ontario the Nine of them with over $30 Billion in unfetered control of anual public spending beyond any Auditor General or possible public scrutiny, Regions basically get away with butchering the public interest and the public's trust on a daily basis.

Disbanding Regions is HOT topic of Local Elections of 2006: The HOT topic for the 2006 municipal elections for Ontario is the disbanding of the Regions to allowing local governments to become more democratic and easier to control and manage the public's interest the way the voters want. A move away from the Region Big Corporate Culture mentality that is exemplified by problems with the City of Toronto and similar problems being exported elsewhere throughout the GTA.

The people that steal public money are the directors and managers employed for life and never get caught and if they are they don't get punished. Politicians and those that work for them are under too much public scrutiny to steal ver much. The Directors, Commissioner, Treasurers and CAO's of Government are the ones that steal tens of millions and some hundreds of millions of dollars each by the time they retire. Politicians are mostly their puppets.

EVERY GOVERNMENT DEPARTMENT and GOVERNMENT FUNDED NON-PROFIT ORGANIZATION OPERATES EXACTLY THIS WAY. AT LEAST HALF OF PUBLIC MONEY IS STOLEN OR INTENTIONALY WASTED EVERYWHERE IN CANADA. PLACES WHERE THINGS LIKE THIS DON'T HAPPEN ARE VERY RARE. THE CANADIAN DREAM IS TO BE PLACED IN A POSITION OF PUBLIC TRUST SO THAT THEY CAN HELP THEMSELVES TO SOME LOOT.

Actually no. These posts only came up just before the last election in 2003. Nobody knew about the political opportunities. This is why nobody registered for the electorial posts. The board then just put a bunch of friends on the each of the tickets at the last minute and they all won by default. The people are all from the Toronto, Niagara and Welland areas yet cover the whole Center South West of Ontario from Niagara to Muskoka to Belville from their residences in other areas. This is a rare opportunity for any young people looking for a career in politics or other people who just want some good free government money, benefits and pension for doing virtually nothing.

I hope that some political science students or people interested in a future in public service and/or politics will take up this offer. It one of those once in a life time opportunities people get to have a life changing experience. The money on the side ain't bad eiher for a parttime job without personal reponsibilities. Post it around the internet so the opportunity doesn't go to waste. The Board was created just prior to the last municipal elections so nobody's heard of them or their public posts outside of the French Speaking community of Ontario who keep these elected posts under wraps. Since no one runs for their public offices no one gets a chance to vote by default so any candidate will have as good a chance as any other including incumbants that have always gotten in by default.

Anyone can be elected, make some money being a part time politician and have a say in $100 Million Dollars per year in public spending. After the current term of four years you will have been responsible for a Half Billion in public spending managing two dozen school in Ontario. All expoenses are paid in full, you get paid handsomely for your time (hundreds of dollars per hour for a few hours a month), get extra government pension from having been an elected official in government, plus many other benefit such as health and dental and more. You get cheafered to Board meetings and fed like royalty. And you are right in front there for you to get a cut on any kickbacks that float around from the Half a Billion in public spending you get to vote on. It only costs $100 to go for it and get you name on the ballot. Even if you do nothing you have a good chance to get elected in you have a nice sounding name. All of the seats went without elections in 2003 because no one signed up except one. Even if you get your name in and notify everyone on you email list and your imediate family and neighbours to vote for you, you can win hands down.
