This kind of regulation is not about silencing citizens, but about preserving democratic health in the face of funded disinformation campaigns. As the American Constitution Society points out in its analysis Paid Speech Isn’t Free: “If money is equivalent to political speech, then that speech is not free.” This statement captures a fundamental truth: paid speech is not free speech. It is contractual, strategic — sometimes propagandistic. And it must be treated as such.
