  1. Each State was given the right to form a citizens army (Today's National Guard) to replace the then disbanded Continental Army........call them crazy all you like, but for some reason, the founders held a distrust in forming a powerful standing army on their own soil........after just defeating one.
  2. Nope........I've provided the agency that all public tenders go through, the same agency that is headed by the Receiver General of Canada, as I've provided the budget breakdown for this year from DND (the same link can also be used to examine previous budgets)............. Low and behold, not this year, or the year previous, were the funds to purchase the AOPS found inside the DND budget....... So either Irving provided DND with zero down financing (and we've yet to make a payment) or "some other Government department" paid for the vessels.............likewise, looking at this year's budget, DND didn't have the money to pay for the interim AOR.......yet, "somehow", $89 million dollars were just approved and paid to Davie......perhaps DND held car washes and bake sales......or "some other Government department" paid said money to Davie. It is clearly difficult for you.
  3. There is a procurement budget that DND has access to for items under 100000 dollars at purchase. You need to read the law:
  4. Yes and issues all federal government cheques.......... Simple, because it doesn't, as confirmed by DND's budget that I cited No it isn't........as already cited
  5. Yes, they do......the Receiver General writes all the cheques (figuratively) for the Government of Canada..........and the Receiver General is who?
  6. Nope, I just provided the Government tender website, where all public tenders are listed by law..........and guess who is the procurement entity for items DND is seeking? Christ on a cracker, DND has to go through Public Works to contract out porta potties......
  7. Do you read your links?
  8. Well no, you didn't.......buyandsell.gc.ca doesn't fall under DND
  9. I know.......then why did you attempt to correct me? When the Government of Canada writes a cheque to a person or an organization (say, for example, a shipbuilder), who are said cheques made in the name of?
  10. Which was previously called?
  11. That's correct, and such details wouldn't be made public for security reasons..........like any other Government that doesn't publish what its special forces spend on toilet paper or intelligence organs spend on office plant food. Do you not remember, several years ago, when procurement was almost entirely removed from DND?
  12. A page ago, you suggested to BC 2004 that to find a DND budget breakdown is "unpossible"........yet there it is. Does Ma & Pa do the book keeping or uncle Goober?
  13. Not at all, that's your shtick.
  14. Contains "material lifecycle".........
  15. No, 4.0 contains the funding for military personal
  16. No, they are the department in charge of procurement
  17. I just provided the breakdown of DND's annual budget........
  18. DFO, but said money would not come from their budget either, but Public Works and Government Services (or whatever the Liberals changed its name to)
  19. No, I understand it perfectly, its all about the placement of the middle comma......
  20. You won't, because it's a separate line item outside of DND's annual budget..........The hole in Daddy's arm
  21. I would consider the ability to defend oneself against a handful of supersonic anti ship missiles as a necessity for a navy. Didn't you suggest several weeks ago the Atlantic provinces were a key area for the Liberals? Irving has them over the barrel..... Not at all, I've said numerous times, in this very thread, the Liberals could add more money.
  22. No, there is what is required versus what the Government is willing to spend and what they consider acceptable risk. Didn't you say you ran a corner store? If you commit to only one supplier, and said supplier knows this, you'll either pay what said supplier wants or go without. You just suggested, because they said they were, committed to the Navy.......like they were committed to 25000 Syrians by the end of the year until they changed their mind.
  23. There is also a possibility that this Government decides we need Star Destroyers and flying monkeys for the air force......doesn't mean its likely.
  24. So you're now suggesting the navy just wants billions of dollars in vessels? What does Irving need to negotiate? If the Government wants to procure 15 blue water vessels for the navy, built by Irving, we already know what Irving will be charging. So? He also said he'd bring 25000 Syrians refugees in by the end of the year........government "promises" change all the time.
  25. Are you suggesting the one they released, with fiscal spending through this mandate, and is on their website, to be untrue?
