Yes. As long as the fellow is sworn to the privy council.....rare though and clumsy. How could a minister defend his position in parliament if he did not have a seat? Just look at our government, the Bloc, having seats in parliament and against the very country that pays their exsistence!! McKay, making deals with Harper who couldn't get elected to the PMO if he remaned a Alliance member. Voters have to take their responsibility for some of the govts we ended up with. Harper and the rest of the Alliance members haven't had enough experience in govt to run one. They are like a bunch of college kids and surely, act like it in Parliament! If Harper could have waited another 5-7 years, perhaps then he would have made a better PM than he does now. Quote
