It gives them an incentive to keep cost low and to take care of themsleves to boot.I have no problem with it. That incentive would work but it does not guarantee that the province will be able to meet the demand. How high of "a portion of their healthcare costs" are you willing to impose? The province can guarantee that it can meet the demand for healthcare by charging for health insurance in the same way an insurance compay charges for life insurance (ie based upon risk). People who are likely to impose a higher cost on the system, should pay more. As far as the portion, I'm not sure what the right answer is, but 20% seems like a good starting point. If the Walkerton water supply had been in the hands of a private company, its CEO would probably be in jail right now. The Conservatives knew he was a liability and that's why they forced him out in mid term. Didn't help though. Ah taking a page out of my own book. Too bad the water supply was managed by a municiple organization, the Walkerton Public Utilities Company. I'm assuming you'd be willing to apply that responsibility to Chretien and Martin... as well as Goodale when his department leaked critical trading information. Another thread, another time.
