NY CDLs and ON Class 1A commercial drivers' licenses

I qm posting this under Can/US relations because people with commercial licenses run all over the continent. If you have ever been around the trucking industry, you will know that the Sikhs have literally taken over in Canada and the US had Indian, Eastern Euro and Chinese elements.  The way in has been to find (or more correctly bribe officials to issue licenses.  That has progressed in both countries to establishing "license mills" in jurisdictions that allow.  Here in SK we had 16 kids killed in 2018 when a totally inexperienced and ill trained Indian driver pulled out in front of their team bus.  There have been hundred or more likely thousands in the US suffering from similar problems.  Duffy is doing what nobody in Canada has the brains or balls to fix.
