They are mentally unhealthy and I think it is wrong to subject them to the stress of war when they already have enough problems handling their own identity. Further, it is a bad idea to give the mentally unhealthy a weapon and implied to permission to use it. 

That is why they get a medical discharge and all the benefits that ajoin that.
