Short version - the gov't spending so much money is preventing the rate hikes from having the effect they were supposed to, so more may be needed.

This echos scotia bank's report last year which noted that if the gov't cut spending by 3 percent the effect on inflation would mean the bank woudln't have to raise its' rate at all, and that the current gov't spending was forcing the bank to fight inflation all on it's own.

In short - the feds are STILL pushing the gas pedal while the bank is trying to push the breaks.

Sigh. 2 more years.
