So far, the firm currently conducting the audits on a $578,000 contract - Raymond Chabot Grant Thornton Consulting Inc. - has identified a group of "non-compliant" companies, some of which have been referred to federal solicitors for a legal opinion. But the precise numbers and other key information has been deleted from documents released to The Canadian Press under the Access to Information Act. Emerson acknowledged in June there would likely be other firms caught paying forbidden commissions. The fund has been dogged by controversy since its founding in 1996 to promote innovation in aerospace, automotive, defence and high-tech companies. The government has contended that the seed money it provides will be fully paid back in royalties, but as of January only $95 million of the $2 billion paid out had been returned. This scandal will make Adscam seem like child's play. We've got illegal commissions being paid,companies that get money from the government without any type of return.With only $95 million of the $2 billion paid out had been returned plus nformation is being deleted from the Access of Information Act about the mess. . I'll bet that many of the lines in that document (name and sum) are badly audited to start with. (The recipient got the money but submitted a cursory, bureaucratic report. With a bit of digging, I'm sure the money was often spent otherwise.) But sometimes, the money gets spent for the true intention. People like this used to be called remittance men, but long ago, in feudal times, they were called courtiers. Now, the word courtier implies a syncophant - but in the past, it was someone who sought a regular payment, a rent, from the court. They were rentiers, or courtiers. I remember at the gomery comission one of the company saying he was part of the gun control program and was going to lose the contract so he put presure to at least finish what he started. We never knew why he was going to lose the contract, we never knew what he was doing in that program. Was it another way to get money from the government to give to the liberals friends and party :/ who knows... Quote

Ensuring that bureaucracies work efficiently and free of abuse is extremely difficult to do. Argus has talked about the ridulous red tape that gov't workers now have to deal with as a result of the sponsership scandal and how the red tape ends up costing taxpayers even more money. This week, Emerson said he was replacing Technology Partnerships Canada with a new program beginning on April 1 next year. The Transformative Technologies Program, to be overseen by an expert panel of business people, is being billed as more transparent and accountable. Seems Emerson has already figued out what action to take......starting on April Fool's Day...probably sometime after the next election.
