The Iraqi government in 2004 gave the Department of Defense access to about $3 billion to pay bills for certain contracts, and the department can only show what happened to about a third of that, the inspector general says in an audit published Friday. There is clearly an issue with leadership in the US military that has created the environment for "poor record-keeping" and the undisciplined lawlessness that's happening out in the field. There have been several reports were at least 100 million , just vanished, and no efforts to find out how and where the money was lost.
