Private care is not banned. In most provinces doctors just aren't allowed to double-dip. The reason being that many were abusing it. They were charging patietns for care then charging the government. This was the easiest way to regulate it. That doesn't mean, however, as the OP said that "private care is banned." It's not. In fact, most of the care you get with your public insurance card is private. Quote
