This is a simple strategy that could make real difference to people suffering from brutal oppressive tyrants in this world without imposing severe risks, or costs or moral obligations to rebuild and redesign all and everything in own image or else. And best of all, it's as simple as 1-2-3.

Step 1 is "Symptom Management". It attends to a common condition among despots, tyrants, dictators and other power obsessed thugs of the world known as "brutal force syndrom". To minimize damage the treatment should proceed promptly, without unnecessary delays.

First, the root cause of the condition is identified. Commonly it could be an obsession with unhealthy artifacts such as e.g.: aircraft; tanks; military installations; "security" forces, "guards"; or even plain armed thugs.

The treatment generally follows the same two step course:

1. A clear and precise warning is given to cease operation of unhealthy items with a defined timeline beyond which it could no longer be tolerated. The timeline should be reasonably short, e.g. just sufficient enough to allow concerned and involved individuals (such as crews, personnel, etc) to remove themselves to a safe distance.

2. Beyond the deadline and until further notice any identified instance of unhealthy item is destroyed on sight and without warning.

The following steps can be combined in any combination with application of symptom management as necessary.

Step 2. "Restraint"

This medicine allows the patient to be restrained from exercising any symptoms of their condition in the are(s) where it's found to be counter productive and undesirable. It's really simple:

1. A clear and precise warning is given to refrain from appearing with any unhealthy item in the identified area(s) with a defined timeline beyond which it could no longer be tolerated. The timeline should be reasonably short, e.g. just sufficient enough to allow concerned and involved individuals to remove themselves to a safe distance from the identified areas (or, at any time, abandon harmful artifacts and depart in peace).

2. Beyond the deadline and until further notice any identified agent of the patient bearing an unhealthy item within the area of restraint is destroyed on sight and without warning.

3. Same treatment is applied to any such agent exercising an unhealthy item toward identified area(s) from distance.

Following this course the patient learns to exercise restraint on their condition.

Step 3. "Constraint"

This medicine can be applied in more severe cases. It allows the patient to be constrained in exercising any harmful activities to the are(s) where it wouldn't harm bystanders. It's really simple:

1. A clear and precise warning is given to refrain from appearing with any unhealthy item outside of the identified area(s) with a defined timeline beyond which it could no longer be tolerated. The timeline should be reasonably short, e.g. just sufficient enough to allow concerned and involved individuals to remove themselves to the identified areas of constraint (or, at any time, abandon harmful artifacts and depart in peace).

2. Beyond the deadline and until further notice any identified agent of the patient bearing an unhealthy item outside the area of constraint is destroyed on sight and without warning.

3. Same treatment is applied to any such agent exercising an unhealthy item from within the area of constrain outside (exercise of unhealthy items fully within the area of constraint, as well as abandoning the unhealthy items and departure is allowed at all times).

Following this course the patient learns to constrain exercises of their condition to the areas where it cannot harm innocent bystanders and other folk.

The last step is highly optional and should only be applied in extreme conditions:

Step 4. "Extraction"

If the condition of the patient does not improve, and causes grave concern for the state of health of bystanders, however undesirable, extraction can be the only option. The patient(s) are extracted with the maximum precaution and transferred for intensive treatment (normally by the bodies of International Justice such as ICC).
