This contest allows citizens to submit web designs that will be helpful to help citizens define how their government serves them. The normal course of events for such contests is for slick-looking interfaces to be proposed, delivering cute packets of information.

You can count on the Americans though to hold their government to a higher standard.

Design for America Winners

Developing such reports for health care, (with pre-defined metrics such as $ per visit, or wait times) would lay out a clear and visible standard against which government services would have to perform.
