Lawrence Martin's article in the Globe makes it plain. The issue is primarily the comfort level of Ontario voters with Harper. One traditional way for him to gain that is to appear often in Quebec. Ontario voters seem comfortable with a national leader who gets along with Quebecers.

Stephen Harper, says Mr. Bricker, has yet to create a "sense of identity" for himself. To win, he must do that -- and, adds Frank Graves of Ekos Research, he must do it in a way that generates national enthusiasm.
