One traditional way for him to gain that is to appear often in Quebec. Ontario voters seem comfortable with a national leader who gets along with Quebecers. Stephen Harper, says Mr. Bricker, has yet to create a "sense of identity" for himself. To win, he must do that -- and, adds Frank Graves of Ekos Research, he must do it in a way that generates national enthusiasm.
