The "kill percentages" were higher in Poland than in Germany, i.e. it is due to German actions.Actually the kill percentages had a lot to do with the degree of cooperation or lack thereof from the local population. The Danes' had low kill percentages for example because, while the story of all Danes wearing the Jewish star is apocryphal, the Danish people helped the Jews get out alive.
