Harper wants to bring in cap and trade as well...europe is doing it and Obama is bringing it to the states. Right or wrong its hard to swim against that strong a current. Its a tax on carbon emissions, that the markets will love because it gives them another piece of paper to trade...That's a good thing given that financial derivatives (sp?) are the only things being manufactured in North America these days.
