In Quebec, there is a possibility but more than unlikely.

In Ontario or any other majority English speaking province, forget it.

You fail to acknowledge that language fall under the jurisdiction of the province and outside of Quebec no other province has an imposed official language that encompasses the entire province as being official.

It is only New Brunswick that that has designated itself officially bilingual but even at that I have not heard reports where a police officer could not speak English.
