I note your use of the term "targeted". I'll take that to mean targeting tax cuts or incentives to specific groups. I would not go that way. Conservatives have consistently accused the Liberals of pandering to special interest groups as a ploy to gain votes. For maximum effect, the main thrust should be tax cuts across the board to benefit all income levels. It would be seen as fair to most Canadians and snuff out potential accusations of pandering for votes. Doing so would give the Conservatives the opportunity to enter that election with a PM who wasn't so *scary* *scary* *scary*. Like the scary issue, the opposition will accuse the Conservatives of pandering no matter what. Any future Conservative PM will be scary to the opposition so what's the dif. I can think of a few names that the scary label will be very tough to stick to. Prentice, Lord, and Guergis all come to mind as positive choices for whom scary would be an absolute laugher.
