What do the words "under the guise" mean to you? He is obviously lying as is anyone that he has convinced to back up his lame story after the fact. They warned him it would look bad, and then emailed him back and told him they would pick him up "under the guise" of a search and rescue. I really don't care if he uses a helicopter, but why does every member of the "harper government" seem to be a pathological liar?
