The new program designed to replace the infamously corrupt federal sponsorship fund appears set to become a bona fide Conservative boondoggle, the opposition alleged Wednesday.

An internal memo suggests the government intends to favour ridings held by Tory MPs when they hand out cash from a new $30-million program for festivals, the NDP said. New Democrat MP Charlie Angus said the Tories - who bill themselves as a new government of accountability - have a few questions to answer.

"Are we watching the birth here of a brand, spanking-new, little baby boondoggle?" Angus said.

Although from Oda's reaction it appears that it was a planned leak.

They will be too if it wasn't a planned leak.

Better to keep those staffers who buy into the policy compromises in order to hold power. Do they really want to return to the Alliance days? No cohesion, no discipline and no shot at power....

She is a fairly weak minister as far as I can tell.

I get this feeling that all these "accidents" are just a set up for something the cons have cooking. They do run a very tight ship and nothing gets out without it wanted out. It may be something they have going to keep the Libs busy while they do something else. Now that makes perfect sense to me.

In there is a course for spin, one topic they'd be sure to cover is the use of the word "suggests." If the memo was condemning, they would say it states or proves.

It is an internal memo that was supposed to be for Tories only. Let's just say their explanation of it is very weak.
