Actually Teddy Roosevelt was the one who came up with the phrase (or maybe somebody running his campaign did) "Speak softly and carry a big stick."

His big stick was his big fleet of ships, though he never used them himself, their mere presence was enough to keep other countries at bay.

It WAS a support of al-queda and Saddam gave money to families of thsoe who died in suicide attacks....I'd call that supporting terrorism. Rumsfeld said Iraq wasn't directly behind the 9-11 attacks....but that doesn't mean they were not involved in others....
