bigdude Posted June 9, 2005 Report Posted June 9, 2005 NDP files ethics complaint against Martin In response to questions from New Democrat MP Ed Broadbent, Shapiro initially said ministerial staff such as Murphy were not within his mandate, then later suggested they were - as long as their bosses were the subject of the complaint. He said he would investigate and pass judgment on Murphy provided he was convinced any complaint filed against Martin "wasn't an abuse of the process or the legislation." During committee hearings, Broadbent repeatedly quoted the Parliament of Canada Act, which in part defines a public office holder as "a person other than a public servant who works on behalf of a minister of the Crown." While Shapiro questioned his right to investigate and judge ministerial staff exclusively, he said ministers are responsible for the people who work for them. "Ministers are accountable for everything that goes on in their department, whether or not they know about it," he said after the hearing. That was the case in the Sgro investigation, he suggested in testimony, appearing to challenge assertions that his forthcoming report will absolve the former minister of blame in granting a campaign worker a work permit. "I have not provided exoneration for the minister," Shapiro insisted. From the feedback tonite on the CBC radio one 6 PM news it sounds that Shapiro may not be up to the task. Reports from the Commons Ethic Committee suggest that he is either incompetent or just not the right person for the job. apparently New Democrat Ed Broadbent at one point asked Shapiro who Sgro's Chief of Staff was and Shapiro didn't have a clue. Breaking this kind of story could earn someone a pulitzer! I mean the NDP have only been complaining for the last (insert number of years NDP has been in existence here) years!
