It meshes with my two cents that no government in Canada can take credit for anything and trying to blamr it simply on Harper is not accurate. That's awesome. Maybe civilization will collapse but we shouldn't blame it all on Harper. That would make an excellent epitaph. Other countries can take initiatives but it may provide unintended advantages to China and India. And when India and China have annual per capita emissions that are close to ours, that will be an excellent point. Although, even then, they might want to bring up historical per capita emissions.
