Federal prisoners to be charged room and board

Vic is going to charge room and board to prisoners. I guess this is were he going to be cutting cost for Public Safety. Haven't prisoners that work and earn wages inside been charged a portion for room and board for decades? I thought Toews was increasing the rent, not beginning the rent.
