There's enough oil to go around: http://www.northerngateway.ca/ Alberta, Saskatchewan, Manitoba, and Newfoundland and Labrador all have increasing oil production. Other provinces didn't give a damn about Ontario's Auto industry, well enough not to chip in for the buy outs. If you look at the act more closely you`ll see a number of other `made in america` provisions which we did not get exempt from. Also the act only exempted Canada from seven programs - and if you look at their website, they money was already spent by the time the agreement was signed.
