I don't expect to pay to drive on a road. As I said, in the States, there are alternate routes - one isn't forced to take the tollway. I've driven cross country north-south, midwest-west, and midwest-east, and rarely encountered tollways. But from what I understand, the tollways are a way of keeping taxes down within the state that has the tollways - and collecting money from people who live out of state who use the highway, to help pay for maintenance. The money has to either come from taxes or a toll, so either way you are "paying to drive on a road." We all are. The idea of tolls is to charge those actually using the roads more than those who do not - and, as I said, getting help from drivers out of state who are enjoying the use of a well maintained highway. Those that do have made the decision that their time is more important than money, as in the way of high speed metered lanes or an engineering marvel like the Chesapeake Bay-Bridge tunnel.
