Have the Conservatives passed or failed?

So in a little over a week all of parliament will return to the hill to say some speaches and take a couple votes, this is likely, but what will be the result?

Based on the budget leaks and statements on the course of the government - their prorogation, refusal to furnish documents, partisan appointments, intention to replace the governor general, and the queens visit - among other issues like a 56+ billion dollar deficit looming crises and statements wishing to extend the war and ignore global warming, and shut down inquiries and leaving our citizens on the hook even though human rights abuses are known to have been occurring - and so on...will the "do nothing budget" be passed?

The NDP have inclined that they will not pass the budget as they have seen it.

The Bloc have inclined they will not pass the budget as they have seen it.

The liberals have indicated they are not in favor of the budget.

Is this election time or not?

And a question along with this-

Is this a pass or fail of the governments performance - are they back to the ballot boxes due to inadequacy to govern or is this another harper bought himself time to appoint more conservatives to 4,5 and life terms in office in some cases contrary to his previous electoral promises.

What is up - the clock is ticking - what is happening, what will happen?

Regardless of anyone's position on the budget, no one is going to pull the plug. The race is too tight between the Liberals and the Tories, so the Liberals will support the budget. Look, we all know that this is going to be a lot like the last budget, very much a common effort (though, naturally, all will take credit for the good bits, and distance themselves from the bad). The Tories haven't gained any ground in the last two months, but there's little evidence that anyone else has gained much, and what exactly is the point of another election if it simply delivers another Tory minority, and what point is there to even a Liberal minority?

No matter what happens, the budget is going to have to be tighter. That's just the way it is. It's in the Liberals' best interest to get some control over expenditures, because they may very well form the next government. The NDP, well, they're pretty much out in the cold, aren't they? It's not as if they've seen some flowering of support, quite the opposite they're either stagnant or seeing losses. Bluster is just about the only thing they've got.
