Maybe you should pose that question in reverse. Welcome to the checks and balances of the American constitution. A beauty to behold. Beauty is not the term I would use. Barely organized chaos would do better. And this sort of blackmail cum horse trading is the reason why the US budget is always larded with massive and often pointless programs which push the US ever deeper into debt. It's funny when you see Republicans constantly decry the budget deficits yet act like kids with found money whenever they get their hands on that budget. And there is no way one single senator ought to be able to hold up such confirmations in a sane system. As you say, the senate gets to approve nominations, but the Senate is not being given the opportunity to vote on them.
