It does so at its peril I suppose, especially in a minority situation...but is there really a case to be made that governmental policy cannot be changed without full debates in Parliament? FTA P.S. There wasn't anything written about how the government advocates for clemency for Canadians facing death in other countries. It has just been standard practice. Harper thought he could make a change in this policy because it was not a law. The Opposition could have brought the government down over this as with so many other things but it is an incremental change on the death penalty and while Canadian political polls showed Canadians were opposed to what Harper did, it probably didn't meet the standard of triggering an election. All the change did was make it more difficult to advocate for clemency for others around the world because Canada's policy was inconsistent. Quote
