The partnership that Canada signed is the idea of returning spent nuclear back to the country of origin for disposal, which could make Canada the dumping ground of the world. Canada is the world's top exporter of uranium BUT LUNN said a condition of the signing for Canada was that Canada wouldn't take nuclear waste. Now wait a minute..... the partnership says all country HAVE take back her own waste, so if Canada is the top exporter, how can and why would the others agree to Canada's condition??? and why wouldn't they bring this to debate and why does Harper think he has a majority gov't and do whatever he wants?? A few countries would be responsible for refining and recycling all uranium used in the world and I believe Canada would qualify as one of the exporters. This represents a huge market opportunity for the Canadian nuclear industry. South Africa has refused to sign the agreement because it does not export refined uranium today and would be required to purchase it from other countries.
