When you ban coca leaves, you enable the black market and compel them to produce and distribute crack and cocaine. If you allowed Nescafe to put coca leaves on the shelves, regulated in an adult only store as alcohol is, and TAXED, you'd greatly eliminate the impetus for refined crack and cocaine because the demand would switch to the regulated and safer coca leaf chewing method of stimulation instead. All refined cocaine could be labelled as seizable substances, and eradicated. Producers could be billed for seizure, disposal & destruction costs. With the tax revenue, you could reduce poverty, cut income tax, fund health care and build infrastructure. Neo-Cons are exponentially more scummy, malicious and destructive than ANY pot crusader.
