They already vote....not too wisely though. When the various political/terrorist parties give up genocide as a political goal, maybe they will become a state instead of a pariah.

I voted #3, but a "Palestinian" state means whatever existing Arab state they want to associate with. If they want to stay in the Disputed Territories, they should eventually be given "responsible government" such as the Dominion of Canada had during the 1840's, 1850's and through 1867. One of those "responsibilities" should be self-sufficiency.
