In any case, the statute seems to be drafted in such a way as to catch what most people would consider to be bribery. I do not believe that paying a modest amount so that someone can afford to "stand down" and create a bi-election is what the statute was aimed at.

YA paying an elected official a bunch of money to get them to do what you want is nothing like bribery.
