It appears that rape is an acceptable behaviour in jevenille institutions now - provided no physical pain is experienced by the children being raped. At first this seems shocking, but then as you think it through, it makes more sense. Gonzales is the same guy who tried to legitimize sexual abuse in Abu Ghrab. So this is really just part of a pattern of Gonzales enabling sexual abuse of helpless detained victims. Likely he's indulging a persistent and bizarre fetish that motivates him -- sexual abuse of detained and helpless males.
