This may be partly true but I also think the reason is that the Maritimes are over-represented in Parliament.

The over-representation of the Maritimes (and under-representation of BC (5 seats), Alberta (5) and Ontario (19) on the 1 seat / 100k concept) is the big wrench in this one, not a failure of the system as a whole.
