There are many cases in Ontario where people are guilty untill they prove themselves innocent.

Such as in the Ontario Employers Health and Safety Act. If a serious injury occurs on the job, the employer is deemed Guilty and fined or jailed unless they can prove they were diligent in protecting workers from injury with proper practices to make jobs safe.

Government Business Administration should be the exact same way. If money is wasted or missing in Government Spending the people in charge should be considered guilty of Betrayal of Public Trust UNTIL they prove they acted reasonably diligent and responsibly with the public trust. If they can’t document diligence, honour and integrity in their activities and conduct, they should go to jail after being stripped of their personal family assets and otherwise removed from public trust permenently.

It a personal responsibility thing.

Individuals who have the public trust and responsability can be made accountable by being considered GUILTY UNTIL they prove their inocence when issues of public waste and mismanagement are identified under their control.

The law permits this type of reverse onous and it is completely justified for issues that involve public trust and public business administration.

This is no different that what occurs with employers under the Health and Safety Act, where people can go to jail and be fined for not being able to proove they deligently did their jobs with the proper amount of integrity their possitions of trust requires.

Onus of proof - Health and Safety Act

(5) On an inquiry by the Board into a complaint filed under subsection (2), the burden of proof that an employer or person acting on behalf of an employer did not act contrary to subsection (1) lies upon the employer or the person acting on behalf of the employer. R.S.O. 1990, c. O.1, s. 50 (5); 1998, c. 8, s. 56 (2).

There can be a burden of proof but the onus of the proof must on the person with responsibity who must prove they did nothing wrong once the money is found missing or misspent that was placed in his trust, to avoid going to jail, and being made to pay back the money lost with interest, or both.

If it can apply to other employment situations why can’t it be equally applied to public business officials and government spending situations?

Oh hell while we are at it let's just scrap the entire criminal system and civil litigation system and simply arrest people and leave them to rot.
