Health Care - Under the Canada Health Act, the federal government funds provincial health care under the conditions that it is publicly administered, and accessible.... Thus, this concern is both federal and provincial, because the feds aren't supposed to pay for health care that is not publicly administered unless the necessary treatment is not available, or not available in timely enough fashion. Education - Federal monies given to the provinces to adminster health care.... Child Care - a national program would be good... The provinces whom are solely responsible for raising the monies for their programs through taxation? The federal government over the last 25 years has done nothing but castrate the provinces. The Canada Health Act says that if the provinces provide health care in this manner, they'll recieve money from the federal government. The provinces are free to ignore the Canada Health Act and go it alone. The federal government over the last 25 years has done nothing but castrate the provinces. Not nearly enough. Guest eureka Posted November 18, 2005 Report Share Posted November 18, 2005 Healthcare is, as has been said, a joint responsibility by agreement. Child Care is not a sole Provincial responsibility. The federal government can fund post secondary education. Energy costs is the responsibility of any level of government that wishes to address them. These are spending matters not jurisdictional issues. Still the absurdity of the federal government "castrating the provinces." It has been entirely the other way and the federal government has only the ability to spend money. There is nothing in the Constitution, btw, to prevent any government, federal or provincial, from giving money directly for any legal purpose. They just cannot legislate outside their jurisdictions.
