That's shameful, if its the case.

Thats the epitome of incompetence.

Not surprised however, as when you pressure contractors on speed and budget,  it reminds me of this:

Sounds like they pointed to the back of the horse when the tender was released, but based on the unbudging budget and pressure for speed, they got the front of it.

One must admit, it is adorable, but when you find out it was designed and built by experts, its damn near disturbing.
