Paul Ryan (R-WI)--the ranking member on the House Budget Committee--repeated a claim he made to me and other reporters: that his so-called fiscal roadmap is not the same as the Republican budget. His plan, he says, is "very different from an actual budget." That's technically correct, but also terribly misleading.
