It appears Mali believed that Canada would withdraw aid if they didn't get back the diplomats. The story says the British complained to Canada about pushing Mali to negotiate and said it "betrayed international convention." It looks like cash was given for the hostages. One wonders if Canadian aid money was used to do this. Quote
