The final one per cent will be phased out by the end of next year. When the NDP came to power in 1999, the small business tax was eight per cent. Jim Carr, CEO of the Business Council of Manitoba, called the final step a "very powerful move." Quote

Take away business tax and they want payroll tax, personal tax and other levies all eliminated. Still, Manitoba has done better on taxes and its budget than a lot of places. The City of Winnipeg just put in it 12th budget with no tax increase, a record for a major city in Canada and the province just tabled a budget with a surplus. The economy is still bubbling along, population growth is occurring and hydro projects are being approved that will eventually make Manitoba a have province. Some of this has been Doer's work but a lot of it is a recovery in agriculture, specialized manufacturing, mining and service all doing well. Doer is fairly risk adverse and doesn't act but reacts.
